I'd like to suggest two new rules.
The first one concerns a form of tanking that teams often engage in: holding back their best players from participation as a way to lose games and thus improve the team’s draft prospects at the end of the season. This is an unfair way to manage a team. As a result of this two teams could be gunning honestly for the last playoff spot and have the race for it decided by a third tanking team rather than by fair competition. I suggest that we preclude this possibility by requiring that all teams ensure that each of their players in the team’s seven active slots is playing every night and that no injured players are included in those active slots. An appropriate fine for infraction of this rule might be $100,000 per occurrence or some other monetary penalty that the moderators and commissioners can agree upon. Hopefully adoption of this rule would result in both better competition among teams and a more active participation by team owners throughout the season.
Secondly and on a more positive note, I would like to request that for every new five-year period in which we currently permit the re-signing of three players that we also allow a single-player amnesty option for every team. Like the recent NBA process after CBA agreements, this would allow each team to eliminate from its cap one “overpaid” player on its current roster. This should improve team competitiveness and could also encourage more of our owners to “play through their mistakes” in order to enjoy eventual long-term success.
