NEXT SUMMER IS THE LAST SUMMER IN THE RE-SIGN PERIOD
I should apologize because I think I'm responsible for the confusion. But this should clear it all up.
Re-Sign Period One: 2011 2012 2013 2014 2015
Re-Sign Period Two: 2016 2017 2018 2019 2020
Etc.

Also winners of a championship get their extra Resign five years since winning (independent of the 5 year brackets).
For instance Cleveland is 2013's winner so they get the typical three resigns between 2011-2015 and 2016-2020, but also one extra resign from 2013-2018.

A simple fix is to add the phrase Off Season to the end of those statements. That's what threw me off to be honest. So 2011-2015 off seasons. Etc.

I think it always has een before, but it doesn't really matter, we need to do Re-signs first because of all the sign-and-trades
